The Department of Mental Health, Mental Retardation, and Substance Abuse Services (the Department) consists of nine mental health facilities, five training centers for the mentally retarded, one medical center and a central office. The Department of Mental Health, Mental Retardation, and Substance Abuse Services provides a wide array of mental health, mental retardation, and substance abuse services to individuals and communities throughout the Commonwealth.

The Department operates nine mental health facilities, five training centers, one medical center, and a central office. CSBs are the single point of entry into the Commonwealth’s Mental Health, Mental Retardation, and Substance Abuse Services system, including access to state mental health and mental retardation facility services.

CSBs provide preadmission screening and discharge planning services for consumers entering or leaving state facilities. authority shall be eligible to receive state-controlled funds for mental health, mental retardation or substance abuse services after September 15 of each year unless its performance contract has been approved by the local governing body and by the Department.

AGENCY HIGHLIGHTS The Department of Mental Health, Mental Retardation, and Substance Abuse Services (Department) provides a wide array of services to individuals in 16 state-operated facilities, and in communities throughout the Commonwealth of Virginia.

The Department has a central office that provides oversight for the 16 facilities. The General Assembly passed House Joint Resolution 51 (HJR51) which requested the Department of Mental Health, Mental Retardation and Substance Abuse Services to study special care units in long-term care facilities that provide programs and services to persons with dementia to determine the need for operational guidelines for such facilities.
